The Government of Uganda has launched the Early Childhood Care and Education (ECCE) Policy 2025, a landmark framework that shifts government from only regulating to directly establishing public nursery schools in underserved areas.The policy was officially launched on April 30, 2026, at Nakivubo Blue Primary School in Kampala by the Minister of Education and Sports, with a target of reaching over 2 million children by 2030 and expanding coverage to 50% of eligible children. The government has committed over Shs 19 billion towards teacher training, quality assurance, and regulation.

According to available government data, at least 80% of children aged 3-5 years currently lack access to organized ECCE services, and 27% of parishes have no pre-primary facility at all.To ensure implementation is evidence-based, consultative efforts have been ongoing. The AfriChild Centre has worked with the Ministry of Education and Sports to organize the National ECCE Symposia and recently participated in the Gender Audit of the ECCE Policy on 13th August 2026.In support of these national efforts, a baseline study on early childhood development is being undertaken by Innovations for Poverty Action (IPA) using globally recognized tools including the WHO Global Scales for Early Development (GSED).
This research aims to provide data on child development and school readiness to inform quality ECCE programming.At KEM Support Hub for Children (KEMSHC), we welcome this new direction. In Katanga and other underserved communities where we work, access to affordable, quality early learning has remained a major challenge. This policy aligns with our mission to lay a strong foundation for all children.
